Involving stakeholders in each of these cases meant inviting them to an ongoing series of discussions entailing substantive deliberation over project goals and recurring consideration of conservation- and development-relevant issues. These might take place in a hearing room with a dais in a public building, as in San Diego’s MSCP working group, or in the party room of a local pizza parlor, as in the Great Bay Partnership, or in the dining room of a restored plantation house, as in the ACE Basin Task Force. In each of these different venues, potentially adversarial or competitive stakeholders met face to face on a repeated basis in the company of assorted public officials. Meeting duration and frequency ranged from two- to three-hour gatherings during the working day once a month, with time for public comments at the end, as in California, to a half-day affair every quarter, as in South Carolina, to four-hour bimonthly get-togethers, as in New Hampshire. All three projects involved far more investment in labor and time for participants than the standard-issue council hearing or public meeting—many stakeholders participated in hundreds of hours of meetings.

Because each partnership plans coastal conservation at the ecosystem scale, they have substantive similarities in relevant stakeholders. Federal and state wildlife agency employees are involved, in addition to state and county officials from wildlife, planning, and parks departments. Those with an interest in urban land use, such as environmentalists and developers, are central stakeholders in each case, whether or not they are official participants. Land use interest groups, civic organizations, and recreational clubs play active roles as well. Group representatives across the sites often hold parallel positions within analogous organizations (as in the case of directors of local native plants groups), or as regional or local chairs of the same national organization. More than half of the interviewees in the sample had direct counterparts in the other two sites. Actors in the same organization or in organizations within the same institutional field may be expected to have similar values and norms; the perspectives collected in this project revealed drastically different roles and perspectives even among those working in the same position for the same organization (Lee 2011). These differences can be ascribed both to sources of institutional variance within organizations and to variance in the local contexts within which those organizations act.

Organizing Collaboration: Governance in Formal and Informal Processes

Because of the ways observers have critiqued multistakeholder partnerships for falling short of participatory, collaborative, and deliberative ideals, this analysis begins by exploring the variety of choices made by process organizers regarding inclusion and governance in the collaboratives. Scholars of landscape-scale resource management partnerships have tended to focus on formal, public processes at the local level as processes most in line with the goals of participatory governance and deliberative democracy, and the Multiple Species Conservation Program (MCSP) Working Group in San Diego, California, represents a case of habitat conservation planning tied directly to these principles (Kaye 1997; Thomas 2003; Layzer 2008).
